Can a SAS have a single shareholder?

Yes. Law 1258 allows one or more individuals or legal entities. The incorporation document and registration must meet the applicable requirements.

Is a Chamber of Commerce template sufficient?

It may suit a straightforward structure. The Bogotá Chamber of Commerce states that its online service generates standard bylaws; tailored provisions require a document-filing route. The choice depends on the arrangements the shareholders need.
